Private Label Vape Supplier in the EU — estvape EU B2B vape wholesale guide

Fornecedor de vape marca branca na UE

18+ only · B2B buying guide. TPD limits (≤20 mg/ml, ≤2 ml) apply to every SKU placed on the EU market.

At some point most growing vape retailers ask the same question: instead of reselling someone else’s brand, can we put our own name on the box? Private label — OEM manufacturing — is the standard route, and in the EU it comes with a specific set of obligations that most first-time buyers underestimate. This guide covers what private label actually involves, realistic minimums, the paperwork you inherit, and where margin really comes from.

What “private label” means in practice

There are three distinct arrangements sold under the same label, and they are not equivalent:

  • White label — you buy an existing device and an existing flavour, and the factory prints your logo on the retail box. Nothing in the product changes. Fastest and cheapest.
  • Private label — existing hardware, but your own flavour formula and your own packaging design. You own the flavour; the device is shared with other buyers.
  • OEM / full custom — custom housing, custom coil/pod, custom firmware, custom flavour. You are commissioning a device, not rebranding one.

Most EU buyers who ask for “private label” actually want option one or two. Option three only makes sense above roughly 10,000 units per SKU, because tooling and certification costs have to amortise.

Realistic minimums and lead times

Private-label minimums vary enormously by factory and by how much is actually customised:

Arrangement Typical MOQ Lead time from artwork approval
White label (logo on box) 1,000–3,000 pcs / SKU 15–25 working days
Private label (own flavour) 3,000–5,000 pcs / SKU 25–35 working days
OEM (own hardware) 10,000+ pcs / SKU 45–90 working days incl. tooling

Note that these are factory minimums. Your total commitment is MOQ × number of SKUs × number of flavours. A three-flavour private-label launch is therefore a five-figure order before you have sold a single unit.

The paperwork problem — who owns the EU-CEG notification

This is the part that catches buyers out. Under TPD, the product placed on the EU market must be notified in EU-CEG. If you are the brand on the box, you are the one on the hook for that notification — not the Chinese factory, and not the distributor.

In practice there are two clean structures:

  1. You hold your own EU-CEG notification. You notify the SKU, you own the ingredient and emissions data, and you can move supplier later without losing the registration. More work upfront, far more durable.
  2. Your EU distributor holds it on your behalf. Common when you buy through a distributor rather than direct. Faster to market, but the notification is tied to them — change distributor and you restart.

What you should never accept is a factory saying “we already have the notification, use ours”. If the notification is in a third party’s name, you are not the brand owner for regulatory purposes, and a customs hold will expose that.

Documents you must hold per SKU

Before a private-label SKU can be legally sold in the EU you need, for each SKU:

  1. EU-CEG notification ID in the correct legal entity’s name
  2. Ingredient declaration and full flavour formula documentation
  3. CLP-compliant safety data sheet (SDS) for the nicotine solution
  4. ISO 17025 accredited emissions / heavy-metals lab report
  5. Child-resistant packaging certificate — mandatory for shipments from 1 October 2026
  6. Battery transport documentation (UN 38.3 test summary) for the device cell

Build the cost of items 1, 4 and 5 into your unit economics at the quoting stage — together they typically add low single-digit cents per unit at volume, but several hundred euros per SKU in fixed cost.

Where the margin actually comes from

Buyers usually justify private label with “better margin”. That is only half true. Factory cost per unit for a private-label device is often higher than for the equivalent white-label device, because your volume is lower. The margin improvement comes from three other places:

  • Price positioning. A branded-looking exclusive line supports a higher retail price than a commodity SKU in a crowded category.
  • No price comparison. A competitor cannot undercut you on a SKU they cannot buy. Commodity disposables are permanently in a race to the bottom; an exclusive isn’t.
  • Retention. Flavour exclusivity gives a customer a reason to come back to you rather than the cheapest listing on the page.

Model it honestly: private label usually wins on gross margin percentage and customer retention, not on landed unit cost.

A practical first-launch checklist

  1. Pick one device platform and three flavours maximum — resist launching eight.
  2. Confirm who will hold the EU-CEG notification before you pay a deposit.
  3. Get the child-resistant packaging route confirmed in writing, given the October 2026 deadline.
  4. Order paid samples of the retail packaging, not just the device.
  5. Budget for artwork, regulatory review and one round of packaging reprint.
  6. Plan the first reorder before launch — the second order is where factory pricing improves.

How we help

For buyers who reach our tier 4 volume threshold we work with established OEM partners and can arrange private-label and white-label runs, including guidance on the EU-CEG and child-resistant packaging requirements.
