This is the compliance centre for estvape B2B wholesale customers and partners. It sets out the regulatory framework we operate under, the documents we hold per SKU, the jurisdictions we will and will not ship to, and how to obtain compliance paperwork for your own retail or distribution business. 18+ only · trade customers only.
1 · The framework we operate under
All vapor products distributed by estvape are placed on the EU market under Directive 2014/40/EU (the Tobacco Products Directive, “TPD”). TPD applies uniformly across the 27 EU member states and sets three binding limits that we apply to every SKU in our catalogue:
- Nicotine strength ≤ 20 mg/ml. No SKU above this limit is sold into the EU.
- Reservoir / tank volume ≤ 2 ml for disposable and pod devices.
- Refill container volume ≤ 10 ml for open-system e-liquid.
Products outside these limits are offered only to verified non-EU buyers as re-export stock, and are never listed in the EU-facing catalogue.
2 · EU-CEG notification
Every SKU we ship inside the EU carries a valid EU-CEG notification filed through the European Commission’s Common Entry Gate, made by the manufacturer or by estvape as the EU importer. The notification covers ingredient composition, nicotine content, emissions data, toxicological summary and labelling. Each notification ID is publicly verifiable on the EU-CEG portal.
Customers can request the EU-CEG notification ID for any SKU on their order. We supply it in writing — typically within one EU working day.
3 · Child-resistant packaging — effective 1 October 2026
From 1 October 2026, all disposable devices and refill containers shipped into the EU must use third-party-verified child-resistant packaging (CRP). Self-declaration is not sufficient. estvape sources only from manufacturers who hold an ISO 17025-accredited test certificate for the applicable child-resistance protocol, and we archive the certificate per SKU. Buyers can request the CRP certificate together with the EU-CEG documentation.
4 · Documents we hold per SKU
On request, for any SKU on your order, we provide:
- EU-CEG notification ID and public listing reference
- TPD ingredient declaration issued by the manufacturer
- CLP-compliant safety data sheet (SDS) for the nicotine solution
- ISO 17025 accredited laboratory test report (emissions / heavy metals)
- Child-resistant packaging certificate (for shipments from 1 October 2026)
- Commercial invoice carrying our EU VAT number and the SKU’s EU-CEG reference
- Batch certificate confirming manufacture date and batch code
To request documentation, email vapevex@coze.email with your order number and the SKU list. Allow one EU working day.
5 · Jurisdictions we do not ship to
National law in several member states goes beyond TPD. As of September 2026, estvape does not fulfil orders shipping to:
- France — nicotine-containing disposable devices are prohibited for sale.
- Belgium — nicotine-containing disposable devices are prohibited for sale.
Where a member state has introduced flavour restrictions or a national track-and-trace regime (for example the Netherlands, Spain and Poland), we supply only SKUs that satisfy that member state’s rules, and we flag restricted lines to the buyer before dispatch. Buyers remain responsible for confirming that the SKUs they order are lawful to resell in their own market.
6 · Age verification and B2B-only trading
estvape sells exclusively to businesses. Every wholesale account is verified before its first order: we require a company registration number or EU VAT ID, and the identity of the account holder. We do not sell to consumers, and we do not supply any buyer who cannot evidence a legitimate trade use. Retail partners are contractually required to operate an age-verification process appropriate to their market — a point-of-sale ID check and, for online sales, a robust age gate at checkout.
7 · What is coming — TPD revision (“TPD3”)
The European Commission has signalled a revision of the TPD. The indicative timeline is a Commission evaluation report in 2026, evidence gathering and public consultation through 2026, a Commission proposal expected in late 2026, and co-legislation by Council and Parliament during 2027. Topics under discussion include flavour restrictions, plain packaging, online sales and advertising rules, and a possible EU-wide ingredient list. We track the process and flag material changes to account holders as they land. Read our full analysis in the TPD compliance field guide for distributors.
