Every disposable vape legally placed on the EU market has to be entered into EU-CEG — the European Commission’s Common Entry Gate for tobacco and related products. If you buy wholesale and resell inside the EU, the notification is not an abstract bit of paperwork: it is the single document that customs, market surveillance authorities and your own customers will ask for. Here is what it actually contains, who can hold it, how to verify one, and what happens when a shipment arrives without it.

What EU-CEG is

EU-CEG is a centralised electronic portal operated by the European Commission on behalf of the member states. Manufacturers and importers submit product information there once, and each national competent authority then reviews the submission for its own market. It replaced the previous patchwork of national notification systems.

Once a submission has passed its standstill period, the product becomes publicly visible on the EU-CEG public portal under a unique notification ID. That ID is the reference number you will be asked for.

What a notification has to contain

For a disposable vape or e-liquid, a submission covers:

• Manufacturer and importer identity, including the legal entity responsible for the EU market.
• Product identification — brand, model, category, and the packaging format.
• Ingredient composition with quantities, including the nicotine form and strength, PG/VG ratio, and flavour components.
• Emissions data — what the device actually releases when used.
• Toxicological data on the ingredients and the emissions, with reference to the safety data sheet.
• Nicotine dose and uptake information where applicable.
• Product and packaging description, including opening and refilling mechanisms and child-resistance features.

Submission is not a one-off: any material change to the product — a recipe change, a new nicotine strength, a packaging redesign — requires an updated notification.

Who is allowed to hold the notification

This is where B2B buyers most often get caught. The notification belongs to the legal entity that places the product on the EU market, which is normally:

• the manufacturer, if manufacturing inside the EU; or
• the importer, if the goods come from outside the EU.

When you buy from a Chinese factory and import into the EU in your own name, you become the importer — and therefore the party with the notification obligation. A factory certificate saying “EU-CEG compliant” is not a substitute for a notification in a name that is entitled to hold one.

This is a large part of why buying from an EU warehouse distributor is materially simpler for smaller buyers: the distributor holds the notification, the goods are already in free circulation, and your purchase is a domestic EU supply rather than an import.

How to verify a notification before you order

1. Ask for the EU-CEG notification ID in writing, per SKU, not per brand. One device in five colours is five SKUs.
2. Check the notified entity name. If it is a factory or a trading company with no EU establishment, that is a warning sign for EU-market supply.
3. Confirm the SKU matches. Notification IDs are tied to a specific product configuration, including nicotine strength. An ID for the 20 mg/ml variant does not cover the 50 mg/ml one.
4. Ask for the supporting documents that sit behind it — SDS, emissions lab report, ingredient declaration. A real holder can produce these within a day.
5. Cross-check the child-resistant packaging route if you are buying for delivery on or after 1 October 2026.

What happens if a shipment arrives without a valid notification

Customs can hold the consignment, request the notification, and give you a short window to produce it. Three outcomes are common:

• You produce a valid notification in the correct entity’s name and the goods are released — minus the delay.
• You produce nothing usable and the goods are refused entry, returned at your cost, or destroyed.
• The notification exists but in someone else’s name, and the authority asks why your company is placing the product on the market — which lengthens the process and can trigger a market surveillance follow-up.

A four-week hold is expensive. So is losing a quarter of stock before peak season.

The five-document set to keep on file

For every SKU you stock for EU resale, keep this set together:

1. EU-CEG notification ID and a note of the notified entity
2. Manufacturer’s ingredient declaration
3. CLP safety data sheet
4. ISO 17025 accredited emissions / heavy-metals report
5. Child-resistant packaging certificate (for shipments from 1 October 2026)

Store them per SKU rather than per brand, and refresh them whenever you receive a new production batch or the manufacturer reformulates.
