VAT & Import Duties for EU Vape Buyers — estvape EU B2B vape wholesale guide

MwSt. und Einfuhrzoll für EU-Vape-Einkäufer

18+ only · Tax and cost-structure explainer for EU vape wholesalers and retailers.

Two apparently identical wholesale price lists can produce very different landed costs once VAT, duty, freight and recovery are accounted for. For a vape shop running thin margins, the difference between buying from an EU warehouse and importing directly is often several percentage points of gross margin — and it is invisible if you only compare the headline unit price. This article breaks the stack down, line by line.

The five lines between FOB price and your shelf

  1. Goods value (FOB factory price) — what the manufacturer charges, before anything moves.
  2. Freight and insurance — air, sea or road, plus insurance and, for imports, any customs brokerage fee.
  3. Customs duty — assessed on the customs value, which normally includes goods plus freight and insurance.
  4. Import VAT — charged at the destination member state’s rate on the customs value plus duty.
  5. Your handling and onward transport — unpacking, storage, picking, delivery to your shop or your customer.

The first two lines are the ones a distributor’s unit price already absorbs. The third and fourth are the ones that surprise first-time importers.

Customs duty on vapor products

Vapor products are generally classified under electronics-oriented HS headings rather than tobacco headings, which in many cases results in a zero or very low third-country duty rate on the device itself. That is genuinely good news — but three caveats matter:

  • The rate is not the whole story. Even at 0% duty, the import still requires a customs declaration, which costs money and time per consignment.
  • Classification is not uniform in practice. Different member states have taken different views on classifying combined device-and-liquid products, and a misclassification is corrected retrospectively, with interest.
  • Separately regulated components may be treated differently. Nicotine solutions and refill containers can attract different treatment from the hardware.

Confirm the applicable code and rate for your specific product with your customs broker before you commit to a container — do not rely on a generic “vapes are duty free” statement.

Import VAT and how recovery actually works

If you are VAT-registered in the EU, the import VAT is normally recoverable on your VAT return — which is why buyers sometimes treat it as a non-cost. That is only partly right. Two things to remember:

  • You still pay it upfront. Import VAT is disbursed at the border, before you can reclaim it. On a large consignment that is real cash tied up for a month or a quarter.
  • Recovery requires a valid VAT registration and correct documentation. Buyers without a valid EU VAT ID cannot recover it at all, which silently adds the full local rate to landed cost.

Within the EU, a supply between two VAT-registered businesses in different member states is normally an intra-Community supply, charged at 0% with the acquirer accounting for VAT under the reverse-charge mechanism. That is a materially simpler and cheaper flow than importing from outside the EU — and it is the main structural reason EU-warehouse sourcing wins on total cost.

The cash-flow effect, which is usually the biggest line

Direct import does not just add duty and declaration cost. It adds time: 6–10 weeks from payment to shelf, plus the risk of a customs hold. In that window you have paid for goods you cannot sell. For a shop turning stock every two weeks, that capital lock-up is the single largest hidden cost in the comparison — frequently larger than the unit-price difference that prompted the decision.

An EU warehouse supply converts that into a 3–5 day cycle. You can reorder against actual sell-through instead of forecasting two months ahead, which reduces both dead stock and stockouts.

A worked comparison

Illustrative only, for a €5,000 order:

Line Direct import from outside the EU EU warehouse supply
Goods €5,000 €5,400 (higher unit price)
Freight + insurance €350 Included / free above threshold
Customs declaration + brokerage €80–150 per consignment None
Duty 0%–low, verify by HS code None (intra-EU)
Import VAT Paid upfront, recoverable Reverse charge, not disbursed
Time to shelf 6–10 weeks 3–5 working days
Customs-hold risk Real, and expensive None

The EU warehouse price is higher on the goods line. It is usually cheaper on landed cost, and it is dramatically cheaper on working capital. Below roughly €50,000 of monthly purchases, the balance almost always favours the warehouse.

Checklist before your first import

  1. Get the HS code and duty rate confirmed in writing by a customs broker for your exact product.
  2. Confirm your VAT registration and that your accountant will handle import VAT recovery.
  3. Budget the cash for upfront import VAT, not just the goods cost.
  4. Plan the 6–10 week lead time into your cash flow, and check whether a customs bond is required at your volume.
  5. Verify the EU-CEG notification position before the container ships, not after it lands.
  6. Model the total landed cost per unit, then compare that against the EU warehouse price — not the other way round.

How we price

Our prices are quoted in euros ex EU warehouse. For a VAT-registered EU business the transaction is an intra-Community supply, so no import VAT is disbursed and no customs declaration is required on your side. Full terms are in shipping & delivery, and the wider sourcing comparison is in the EU vape wholesale guide.
