Why a dossier beats a certificate

Every vape supplier can email a single PDF certificate. Far fewer can produce a complete, current, per-SKU compliance dossier — the full document set proving that the exact product in your purchase order is legal to sell in your exact market. The difference between those two things is where wholesale buyers lose money: not on product quality, but on a customs hold, a retail audit or an EPR inspection that one missing document turns fatal. This article lists the seven documents a professional dossier contains, the red flags to look for inside them, and how to verify what you are sent.

If you are new to the regulatory baseline, read TPD compliance basics for wholesale buyers first; this article assumes it.

The seven documents that must be in the dossier

1. EU-CEG notification receipts

Proof the product was notified through the EU Common Entry Gate in each market where it is sold, at least six months before placement. The receipt should carry the notification ID, submitter, product and submission date. Cross-check the brand and variant names on the receipt against the product on your invoice — mismatched names are the classic sign of a “borrowed” notification.

2. Laboratory test reports

Nicotine content/dose verification and emissions testing from an accredited lab, matched to the product’s formulation and hardware revision. Check the report date and the product version; a test from a different hardware generation proves nothing about the unit you are buying.

3. Safety data sheet and CLP classification

The SDS for the e-liquid, with correct CLP hazard classification and statements. Retail customers and national poisons centres both depend on this document being current.

4. Child-resistant and tamper-evident packaging evidence

TPD requires child-resistant and tamper-evident design for refill containers and relevant units. In the dossier this appears as certification or test evidence for the closure — plus the artwork itself.

5. Labelling artwork for your market

The health warning must cover at least 30% of the pack surfaces, with the nicotine statement and details in the language of the market of sale. Ask for the actual print file of the label destined for your country, not a generic EU mock-up.

6. Product safety and battery documentation

CE marking evidence under the relevant product-safety directives (RoHS, EMC where applicable) — and, with the EU Battery Regulation reshaping 2027, the battery documentation trail: conformity data, labelling compliance and passport readiness.

7. EPR, WEEE and packaging registrations

Producer registrations for electrical equipment, batteries and packaging in the destination markets (for example LUCID and WEEE numbers in Germany, EEE registrations in France). Without these, the product is legally unplaceable on those markets regardless of everything else in the dossier.

Red flags inside documents

Having documents is not enough — read them like an auditor:

  • Expired or undated reports. Lab tests older than the current formulation, or missing dates entirely.
  • Name mismatches. The certificate says one brand; the carton says another. Borrowed or recycled paperwork is the oldest trick in the trade.
  • Per-brand instead of per-SKU testing. “Our brand is tested” is not a claim about the 40K model you just ordered.
  • Screenshots instead of originals. Real reports come with lab letterheads, report numbers and verification contacts.
  • Dossier that stops at TPD. No battery docs, no EPR registrations — compliant for 2016, not for 2026.

How to verify what you are sent

Check the public registers

EU-CEG notification data feeds national registers accessible to authorities — and several member states publish searchable databases of notified products. Look the product up yourself rather than trusting the PDF.

Call the lab

Accredited labs verify their own report numbers. A two-minute call confirms the report exists, covers the stated product, and has not been altered.

Match batch to document

On delivery, check that the batch codes on the cartons match the batch references in the test reports. A dossier for batch A is worthless for batch B — and mismatched batches are how grey-market stock hides inside legitimate shipments.

Dossier per SKU or per brand?

Per SKU, always. A brand catalogue can hold 200 variants, and compliance attaches to the specific product version: same e-liquid, same hardware, same labelling. A professional supplier maintains the dossier per SKU per market and can send yours within a business day of request. A supplier who answers “we have brand certificates” is telling you the per-SKU work was never done — see the vetting checklist for what that implies.

Use the dossier as a selling tool

The dossier is not just defensive. When you sell to retail chains, pharmacies or platform sellers, they need exactly these documents from you. A buyer who arrives with a complete dossier per SKU closes retail accounts faster and defends higher prices, because the buyer’s customer inherits zero compliance risk. Ask your supplier for the dossier in a shareable format on day one — any serious EU-warehouse wholesaler, including estvape, provides it as standard with orders for lines like VOZOL Vista 40K and BANG King Pulse 50K.

Frequently asked questions

What is a vape compliance dossier?

The complete document set proving a specific product is legal for a specific market: EU-CEG notification receipts, lab test reports, SDS/CLP, packaging certification, market-language labelling artwork, product-safety and battery documentation, and EPR/WEEE registrations.

Which document matters most?

The EU-CEG notification receipt — it is the legal gateway to market placement, and it is the document customs and market-surveillance authorities check first. But a missing EPR registration or battery file will still block the product in practice.

How long does it take to get a dossier?

From an organised supplier: one business day. From a disorganised one: weeks — or never. Speed of document delivery is itself a vetting signal.

Do I need the dossier before or after ordering?

Before first payment, every time. The dossier is your proof of what you are buying; ordering on trust and auditing later means discovering problems after the money has moved.

Does the dossier differ by country?

Yes. Notification, labelling language and EPR registrations are all market-specific. A dossier for Germany does not clear the product for France — confirm per market, as our country restrictions checklist explains.

What if my supplier refuses to provide documents?

Refusal — or endless delay — is a definitive answer. Walk away, however good the price. Start instead with compliant, EU-warehouse stock where documents ship with the goods: browse the shop or check high-demand lines like our 45K puffs range.

Ask for the dossier first

Make the dossier your standard first request to any new supplier — it costs you one email and filters out most of the risk in the market before you have spent anything.
