Why excise duty now decides your landed cost

If you buy vape stock for the EU market, 2026 is the year the tax line stopped being a footnote. Lithuania raised its e-liquid excise from €0.63 to €1.56 per ml on 1 January 2026 — a 147% overnight jump. Germany moved from €0.26 to €0.32 per ml. Finland, Latvia, Poland and Croatia all raised rates on the same day. The United Kingdom goes further still: from 1 October 2026, e-liquid carries £2.20 per 10ml of duty. If your landed-cost model still uses last year’s rates, every quote you send is quietly wrong.

This guide maps every rate that changed, shows what duty does to a real carton of stock, and gives you five practical ways to absorb it without passing the full hit to your retail customers. For the wider cost picture, pair it with our breakdown of the TPD compliance cost per carton and our guide to the landed cost of a vape SKU.

How e-liquid excise duty works

Excise duty in most EU member states is charged per millilitre of e-liquid, not per device and not per milligram of nicotine. It is normally owed at the moment the goods are released for consumption — in practice, at import clearance or when stock leaves a tax warehouse. Three consequences follow for wholesale buyers:

  • Duty scales with liquid volume. A 2 ml TPD pod pays a fraction of what a 25 ml big-puff disposable pays, even if both retail similarly.
  • Duty is country-specific. The same pallet cleared in Spain and in Lithuania carries very different tax burdens, which is why destination-country routing matters.
  • Duty is due even on stock you have not sold. Unsold inventory that has cleared customs is already taxed — over-ordering into a high-duty market compounds the cost.

Whether a product is TPD-compliant in the first place is a separate question — start with our TPD compliance basics for wholesale buyers if you need that foundation.

The 2026 e-liquid excise rate table

Below are the rates in force or legislated as of 2026, based on the member-state schedules. Always confirm the current rate with your customs broker before pricing a contract — several countries have step-ups legislated through 2027.

Country Rate In force Notes
Lithuania €1.56 / ml 1 Jan 2026 Up from €0.63 (+148%); EU’s highest
Slovenia €0.75 / ml 1 Jun 2025 Large step-up from prior rate
Ireland €0.50 / ml 1 Nov 2025 First Irish e-liquid duty
Finland €0.40 / ml 1 Jan 2026 Up from €0.30
Latvia €0.35 / ml 1 Jan 2026 Rises to €0.39 in 2027
Poland ≈€0.34 / ml 1 Jan 2026 PLN 1.44 per ml
Germany €0.32 / ml 1 Jan 2026 Up from €0.26; second stage of scheduled increases
Croatia €0.25 / ml Jan 2026 New duty tier
Estonia €0.25 / ml 2026 Phased increases planned
Austria €0.20 / ml 1 Apr 2026 Austria’s first e-liquid duty
Italy €0.17 / ml (nicotine); €0.12 / ml (0 mg) 1 Jan 2026 Tiered by nicotine content
Spain €0.15 / ml (≤15 mg); €0.20 / ml (>15 mg) 1 Apr 2025 Tiered by nicotine strength
Belgium €0.15 / ml 2024 Established rate
Netherlands None yet — A 2026 introduction has been discussed; monitor
United Kingdom £2.20 / 10 ml 1 Oct 2026 Digital duty stamps live 1 Sep 2026; full enforcement 1 Apr 2027

Note the pattern: countries with no duty (§ Netherlands, Austria until April) are the exception, and the direction of travel is one-way. The European Commission proposed EU-wide minimum rates in July 2025, so the gap between the cheapest and most expensive markets will keep narrowing.

What a carton actually pays: a worked example

Take a realistic SKU: a 20,000-puff disposable holding roughly 20 ml of 2% e-liquid, packed 10 units per carton — 200 ml of e-liquid per carton. The excise duty per carton, before any VAT:

Cleared into Duty per ml Duty per carton (200 ml)
Lithuania €1.56 €312.00
Ireland €0.50 €100.00
Germany €0.32 €64.00
Spain €0.15 €30.00

One identical carton carries a €282 spread depending purely on where it clears. If you sell that carton at €400 ex-VAT, duty alone consumes 78% of revenue in Lithuania versus 7.5% in Spain. This is why sophisticated buyers now model duty per destination before they choose SKUs — and why our landed-cost walkthrough treats tax as a first-class line item, not an afterthought.

Countries where duty jumped hardest in 2026

Five markets repriced in a single day on 1 January 2026:

Lithuania

The €0.63 → €1.56 move is the sharpest in the EU. Cross-border trade with Latvia and Poland (both far cheaper) will pressure Lithuanian retailers; if you serve Baltic customers, expect demand to shift toward lower-ml devices and refillable pod systems.

Germany

Germany’s €0.32 rate is modest by EU standards but sits on top of the EU’s largest vape market, where 10 ml retail bottles that cost ~€6.99 in 2024 were selling around ~€9.52 by 2026. German shelf-price sensitivity is high; stock pre-increase where possible.

Poland, Finland, Latvia, Croatia

All four raised rates on 1 January 2026. Poland’s PLN 1.44 rate lands in a market that has historically been a low-cost re-export hub — margins on goods routed through Poland to other markets need repricing.

The UK duty stamp deadline

The UK is a special case worth its own calendar entry. From 1 October 2026, the flat duty of £2.20 per 10 ml applies to all vaping e-liquid. Two operational deadlines surround it:

  • 1 September 2026: digital duty stamps become live for marking.
  • 1 April 2027: full enforcement — unstamped stock cannot be sold.

If you sell into the UK, every 10 ml bottle adds £2.20 of duty, and every 20 ml disposable adds the equivalent of £4.40. UK customers will trade down hard unless you adjust the assortment early.

What comes next: EU minimum rates

In July 2025 the European Commission proposed harmonised minimum excise rates for e-liquids across the EU. Nothing is adopted yet, and the earliest realistic application discussed is 2028 — but the direction is clear. Buyers building 2027 contracts should stress-test margins at rates between today’s cheapest markets and a mid-EU floor of roughly €0.20–€0.30 per ml. Treat any supplier quote that ignores duty as incomplete (see the compliance dossier to ask for).

Five ways wholesalers absorb duty without killing margin

1. Rebalance the portfolio toward lower-ml SKUs

Duty is per ml, so a 10 ml TPD-compliant pod pays a third of the duty of a 30 ml mega-disposable in every high-duty market. That shifts the math in favour of compact devices — browse our 20K puffs range for the volume-to-ml sweet spot many buyers are moving to.

2. Buy before the next rate step

Austria (1 April 2026) and Latvia (2027) have published step-ups. Stock clearing before an increase is duty-frozen at the old rate — a legitimate, legal timing lever, as long as the goods genuinely clear before the effective date.

3. Route destination-wise

With an EU-warehouse supplier you can serve Spain from Spanish stock and Lithuania from the cheapest compliant route. Ask suppliers where their warehouse sits and how duty was treated — EU-warehouse stock from estvape arrives duty-cleared, so your quote is final.

4. Watch the 0 mg tier

Italy charges €0.12 per ml on nicotine-free liquid versus €0.17 on nicotine liquid — and several other countries tier similarly. A 0 mg line gives price-sensitive customers a legal discount path.

5. Pass through selectively, not uniformly

Raise prices most where duty rose most, hold prices in low-duty markets, and keep a hero SKU price-flat for as long as possible. Devices like VOZOL Vista 40K and BANG King Pulse 50K are the SKUs customers price-check — defend those, flex the rest.

Frequently asked questions

Who pays e-liquid excise duty on imported vape stock?

The importer of record pays duty at clearance, but economically it flows into wholesale pricing. When you buy EU-warehouse stock, duty is already paid and embedded in the unit price — which is why warehouse-location questions belong in every negotiation.

Is excise duty charged on the device or the e-liquid?

On the e-liquid, per millilitre, in nearly all member states. A sealed disposable is taxed on its full liquid volume; a bottle is taxed on bottle volume. Nothing is taxed per puff, despite marketing language.

Do I pay duty again when I resell stock to another country?

Within the EU, excise-paid goods moving in intra-EU trade follow the duty-suspension and movement rules of each member state — in practice, cross-border B2B movements of excise goods require formal procedures. Get a customs broker involved before you plan any reshipment; the paperwork is real.

Does VAT apply on top of excise duty?

Yes. VAT is calculated on the duty-inclusive value, so duty increases also inflate the VAT amount — a double effect that makes accurate landed-cost modelling even more important.

Which EU country has the cheapest vape duty in 2026?

Among major markets, Spain and Belgium at €0.15 per ml are the cheapest established rates, with the Netherlands still duty-free as of early 2026 (a 2026 introduction has been discussed). Compare this against our bans and restrictions checklist, because the cheapest tax market is not always the easiest compliance market.

Will the UK duty apply to disposables too?

Yes. The £2.20 per 10 ml duty applies to all vaping e-liquid regardless of format, so a 20 ml disposable carries £4.40 of duty from 1 October 2026.

Price with the map open

Excise duty is now one of the three biggest levers on vape landed cost, alongside freight and compliance. Buyers who model it per destination win the accounts that buyers who quote flat prices lose.
