- Nicotine concentration in the e-liquid.
High puff ratings on modern devices come from rechargeable batteries, larger total e-liquid reserves split across compliant pods, or multi-flavor “4-in-1 / 8-in-1” systems — not from a single oversized illegal cartridge.
2. The EU TPD limits (what actually matters)
Under the EU Tobacco Products Directive (2014/40/EU, Article 20(3)), the binding limits for nicotine-containing vaping products are:
