If you buy vape stock in the EU, one number governs almost every purchasing decision: 20 mg\/ml<\/strong>. It is the maximum nicotine concentration permitted for e-liquid and for disposable devices under the Tobacco Products Directive. Get it wrong and the stock cannot be legally sold; get the sizing right and the same device can serve both the EU and export markets. Here is what the cap actually covers, where the ambiguity sits, and how it interacts with what your customers actually ask for.<\/p>\n

What the 20 mg\/ml cap covers<\/h2>\n

Directive 2014\/40\/EU sets a maximum nicotine concentration of 20 mg\/ml<\/strong> for e-liquids, including the liquid inside a disposable device or a prefilled pod. The limit applies to the product as placed on the market \u2014 so it is measured on what is in the reservoir, not on a diluted or “as-consumed” basis. Anything above 20 mg\/ml cannot be placed on the EU market regardless of how it is labelled or packaged.<\/p>\n

The 5% SKUs that circulate widely in other regions are, in EU terms, non-compliant stock.
